Sandpaper was never ITTF approved in the 99 year history of the sport.

But that is not the important issue here.
The more important issue is that sandpaper , hardbat etc are unwanted distractions that are the causes serious problems fr development of the sport of table tennis.
It is crazy to waste million dollars on sandpaper tournaments (something called World Championship of ping pong held in UK) . That money is better spent of grassroots development

ITTF (Adham Sharara & Thomas Weikert) keeps trying to turn table tennis into pickleball thankfully with disastrous results.

The most unique trait of table tennis as compared to other racket sports is spin. If you try to take it awat and turn it into something else , then there is no sport of table tennis left.
Table tennis can never be and should become pickeball
