Starting rackets for beginners

I am told here in Nigeria that all beginners should only use rackets with smooth rubbers both sides.
But I hear other stories that this is wrong

ITTF has been brainwashing children with this top spin rackest only Eurocentric crap for over 50 years now.

Nigerian Table Tennis Association has always been a huge part of this brainwashing efforts by the ITTF
