What do you mean NEW ?
The Aspect Ratio(AR) was reduced by ITTF from 1.3 to 1.1 in 1998 to turn long pips into medium pips by bringing it closer to the short pips AR limit of 0.89& it has not changed since.
Only difference is that there are 8 more rule & regulation changes since 1998 to further restrict pips.

Mykonos96 ,
Does it really even matter ?
ITTF fraudulently keeps calling useless social pips as long pips in their LARC doucment

Long pips were banned in 1977

ITTF has been very successful in sweeping this truth under the rug for more than 48 years

Note:- I was told earlier by some sources that this took place in 1983 but ther wer referring to adding Aspect Ratio limit of 1.3 to slim pips tfurth rlimit them. I did some further digging and found that the long pips ban took place in 1977 already
