Of course nothing is wrong with holding such a closed tournament.
But if that is the case , the appropriate name would South African Nationals (Not South African Open)
That would help because many countries run both Nationals and Open tournaments
Like here is USA , we have both USA Nationals (limited to USA citizens) & US Open (which is Open to players from any country)

Before WTT was started , this was the format used by many countries such as French Open & French Nationals , Swedish Open & Swedish Nationals, German Open & German Nationals . Indian Open & Indian Nationals etc.
Most of the Opens were part of the Pro Tour.

Nothing wrong with WTT but I don't see see why this format for pro tour has to be discontinued. I guess it is politics inside ITTF as usual
They could have still have an ITTF Pro Tour Grand Finals & WTT Grand finals each with possibly slightly different rules and formats. ITTF can have its
(click link >) Top spin ONLY Olympic version fake table tennis rules but WTT can experiment with their own rule set and possibly allow (click link >) all spins diversity real table tennis (I highly doubt it but just a thought)
