In para event sit should be banned.
Because in para events, multi-biuce serves are not allowed.
The same logic applies here

In non-para events it should be ok excecpt Under 11 age events or may be under 13
I have seen an under 11 event where this player served multi bounce serves the whole match & won the match easily against a short opponent who could not reach for the ball. That was both ugly and unethical
