Ratings Central-Ma Long

Is this rating system really useful ?
They claim that it is the most accurate rating system
Is it true ?

I may be wrong on this but USATT ratings were normaized to a high rating of 3000
So if Ratings Central shows ratings over 3000 it makes no sense to me.
I know Ratings Central is independent of USATT & other rating systems but my understanding is that Rating Central was developed initially similar to USATT system.
I could not find any explanation for this anywhere on Ratings central
